Following the listing of the Argali (Ovis ammon) on CMS Appendix II at the Tenth Meeting of the Conference of the Parties (COP10) in 2011, the International Single Species Action Plan for the Conservation of the Argali Ovis ammon was developed in cooperation with Range States and international experts. The Action Plan centres on activities related to research, monitoring and data management, habitat protection, sustainable use, policy and governance, and regional cooperation.

Financial support for the development and production of the Action Plan was generously provided by the German Federal Government and the European Union, through the Regional Programme on Sustainable Use of Natural Resources in Central Asia of the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ).
